Shugo Chara! Party!
しゅごキャラ!パーティー!Amu meets a super-peppy transfer student at Seiyo Academy Elementary School named Hiiragi Rikka at school one day. Not only can she see Guardian Characters, but it seems she has some other, mysterious powers as well. When she sees the work that Amu and the other Guardians do at school, she's awestruck. Each 24-25 minute episode consists of a series of variety show style shorts (including Shugo Chara! Pucchi Puchi) totaling approx. 9-10 minutes, followed by the main 11-12 minute animation titled Shugo Chara!!! Dokki Doki which is the actual continuation of season 2 and comes with it's own opening animation. The remaining time is occupied by live action padding between each section and capped off with the opening/ending themes at the beginning and end of the episode. (Source: AniDB)

Shugo Chara! Party! failed to satisfy as a final season for multiple reasons. First off this season is presumably aimed at a younger audience than the first two. The actual anime is sandwiched between live action segments and low budget shorts that match a style closer to Blues Blues rather than fitting in with the rest of the franchise.
If you completely disregard about half of Party!'s content and only focus on the anime you're still left with much to be desired. The new characters and the themes explored with them are fun, but they completely push aside the rest of the cast you came to love from the first two seasons. Some characters only get brief (sometimes only seconds long) cameos as opposed to entire episodes as was done in the second season.
Even though Party! is a full 25 episodes the running time of the actual anime is only about a half of that. It really doesn't spend its precious time wisely. Instead of tying up the loose ends of the plot for its established fan base it just creates more, resulting in an unsatisfying conclusion for the series as a whole.
Small character moments make it worth watching for fans of the first two seasons. However, this final season can't really stand on its own nor follow up what the franchise already laid out.
If Party! had only been an anime and had given the pre-existing cast thoughtful conclusions it likely would have lived up to my expectations. Sadly, it wasted its time on fleshing out new characters and answering questions no one had asked.
I'd only recommend this season if you are a big fan of the franchise that's simply looking for more content.

Okay so i had seen almost all of shugo chara except this one because i thought omg so lame the first ten minutes is just boring stuff but i skipped
past the ten minutes and got to the legit anime and omg i must say im in love with it! You see more of AmuxTadase (Inner me: Noooo T_T) and more
AmuxIkuto (Inner me: YESH!!! :D) But i think my favourite part was the new Chara that belongs to Rikka. My favourite chara was Temari and Miki but now
my complete number one favourite is Hotaru which is Rikkas :D
