This show watches more like a documentary than an anime. I'm not sure why I finished it other than a personal loathing of leaving things incomplete. That and there were some interesting thing I didn't know about Japan - specifically Osaka - that I was able to pick up.
That's all the show really was. Facts (or stereotypes, really) about Osakans. The plot line is really just this - A sister from Osaka shows up and she and her brother do stuff.
The animation was awful. Although the characters really were rather cute, the series was done in flash-ish animation, with extremely jerky and unrealistic movements. It was actually rather hard to watch.
The sound was okay. I did like the voice actors and I can't find anything in particular to complain about as far as music goes. If I could have done it all over again I would have skipped the episode and just listened to the ending song - as it says everything the rest of the episode does in a fraction of the time.
The characters were as flat as in any documentary. The sister from Osaka has the only personality to speak of in the entire series and even she is mostly a conglomeration of all the stereotypes the writers could think of.
The only enjoyable part of the anime was seeing how Osakans are viewed, if you're the kind of person to care about that. However, it's nothing you can't pick up through other anime's or mangas... or even just a quick wikipedia search.

This was one of my first mini-anime I ever watched, and I was quite enjoyed with it. Still, it isn't for anyone.
Osaka Okan is a simple story about Ishihara Kyousuke, whose younger sister Namika moves to Tokyo from Osaka after being separated since childhood. This provides a cultural impact of Osaka traditions and mannerisms, which differ greatly from people in Tokyo.
So the actual vibe of the show can only be enjoyed if you know your bit of Japanese culture (even food, sports, and the legendary Osaka dialect), otherwise it might be a bit dull since there really isn't any actual plot or character development. Also, one might be put off by the flash animation, but shouldn't really matter since episodes are about three minutes long and the spotlight are the boke/tsukkomi jokes.
Finally, three of my favorite seiyuus voice the cast. Hayate's Ryoko Shiraishi takes the lead alongisde fan-favorite Kana Asumi for Namika. Also, sweet-voiced Yuka Iguchi has a role as well.
Overall: 7 (+1 for having imouto)
Hoping to see a full-fledged anime or OVA of this.
