This isn't actually part of the series, but a technical and historical documentary about the tanks featured in it. It is narrated by Akiyama Yukari and consists of a mix of clips from the anime and real footage. As such it can't really be judged as an anime, but should be seen more like a presentation or lecture. It has no story, the animation is sparse and there is no character development in it, so judged by anime standards - which is what we are going after on this site - it will score low in those categories.

However if you are truly interested in learning more about the tanks featured in the show, you might find this entertaining. But I expect that most fans of Girls and Panzer will want to give this one a miss.
