One Piece - Episode of Sabo: Bond of Three Brothers - A Miraculous Reunion and an Inherited Will
ワンピース エピソード オブ サボ ～３兄弟の絆 奇跡の再会と受け継がれる意志～The special will revisit the childhood past of the three sworn brothers Luffy, Ace, and Sabo, when they all dreamed of becoming pirates. In addition, it will depict how Sabo originally came into the kingdom of Dressrosa (which was not depicted in Eiichiro Oda's original manga or the television anime), as well as his reunion with Luffy from his point of view.

It's only a summary of some episodes and ca 10 new scenes, which aren't so nice.
If you want to see Dressrosa and the story about Sabo, Luffy and Ace in a shorter version then look that episode.
But normally you needn't watch it.
