My first impressions of this anime is very hard to explain, I went blindly into something after reading its synopsis and quite surprised stuff like this exist. So lets start my full review...

Story 4/10

Basically, the anime is about a girl named Plug who's job is to charge depressed people into making them feel better. Each person in the human world has their own depression level and is charged by charge girls from a parallel world. Plug is bad at her job and is labelled as an idiot klutz. Until one day while attempting to do her job she comes across another main character Sento who can somehow see her with her cloak on.

The story is fairly simple and very predictable, it copies the scenarios such as comedy which I've seen from other animes. Overall the story isn't that bad because of its usual events however when its too predictable it removes some of qualities.

Animation 4/10

I found the animation terrible, first of all the maximum quality you can find on Crunchyroll is 480p which kinda sucks and also the display ratio is 4:3 making this anime look fairly old since people switched to widescreen televisions around 2006/2007. This anime was made in 2009 which is half a decade ago, its a little hard to believe the animation was poor. I'm sure even if they had budget problems they could have at least drawn the anime widescreen. I didn't find anything good with the animation but it doesn't make it terrible.

Sound 5/10

When I watched the anime, I didn't find anything good to with soundtrack or the Japanese voice actors but I didn't find it terrible; fairly standard. At least the main character wasn't squeaky, I don't like squeaky annoying Japanese voice actors.

Character 6/10

Plug is the main character of the show, I didn't find her interesting at all; I was more interested in the Baseball Bat that Sento uses rather than the story and the characters. I know it sounds silly but its the truth; waiting for scenes with the baseball bat to appear because it was funny. You'll understand once you see. The women is this show are treat like Masochists, like they enjoy pain which is very disturbing. I didn't see any character develop or change is this anime which frustrates me because this story had a good plot to start with.

Enjoyment 5/10

I enjoyed this show, yes its missing some features that could make the anime better but its usual and funny which makes the anime somewhat unique. It may have copied some comedic scenarios from others animes however at the end of the day Charger Girl is Charger Girl. Overall this anime isn't perfect yet it isn't bad enough to say its terrible.
