The Adventures of Kotetsu
小鉄の大冒険While walking through the streets of Tokyo, Linn Suzuki comes across a strange device sticking up from the sidewalk. Suddenly, she is set upon by thugs and is helped by a beautiful stranger who takes them all down. It seems young Linn has fled Deep Kyoto from her cruel mistress and has traveled to Edo where she hopes to find her long lost brother, who was last seen working for the Kuon Detective Agency. By chance, this stranger happens to be Miho Kuon and lets Linn stay with her (nicknaming her Kotetsu, or Little Tetsu after her brother, Tetsujin). However, a mysterious agency called the Syndicate are after Miho and Linn is now in the thick of things. (Source: ANN)

This little two episode series works surprisingly well to represent a specific moment in anime history. It's a two episode OVA from back when those were still relatively common, it uses a whole lot of freeze frame action sequences to hide it's meager animation budget, and it stakes out exactly how explicit you could get with a mid-90s title before it became hentai.
This isn't a great title. It tells a basic little story with a few hints of a larger plot that were never followed up on. Along the way it manages to show an awful lot of (completely hairless) female nudity. But it is weirdly endearing.
Also, strangely enough, the voice cast went on to appear in some of the biggest hits of the 90s.
