This movie has "nothing" to do with the original TV series or manga, and you can thus watch this without having seen or read anything else of the franchise without spoiling anything that isn't introduced early in the TV series. That being said, do not watch this before watching the TV series. If you want to watch this, watch it after the TV show, if you watch it before the TV show the risk is high your view on the TV series will be biased by how you liked the movie. And this movie is nothing like the TV series.
Have you seen Cardcaptor Sakura (TV series) already? - This movie adds absolutely nothing to the franchise other than the fact that you get to see Li Shaoran's mother, and not much of her at that. Unless you would watch anything that is labeled CCS just because of Sakura being in it no matter how bad it is - avoid this like the plague. If you haven't already, I suggest watching the "second" movie (The Sealed Card), Leave it to Kero-chan and the TV-series specials. They're all very worth your time, and especially The Sealed Card movie. The Sealed Card movie is in fact an epilogue to the TV show, and not some unrelated thing like this, so go watch that instead!
You haven't seen Cardcaptor Sakura (TV series)? - This movie does not portray how good the TV show is, and it is a true shame if you were to watch this movie and decide not to watch the TV show based on how much you liked this movie. The movie is NOTHING compared to the TV show. That being said, if you watch it anyway and like it - the TV show will blow your mind. If you watch this movie anyway and hate it, proceed and watch the TV show, because it's lightyears better.
The movie feels very forced, it does not follow any source material and the purpose of this movie was most likely to milk more money out of hungry fans. It's very straightforward in that it really contains nothing of value, and a lot of time is simply spent on Sakura flying around/"fighting"/doing useless stuff. This entire movie is a waste of time if you ask me, but hardcore fans of Sakura will of course be glad to see anything with Sakura in it. The reason I advise noone to watch this: is that I am afraid someone will watch this and think badly of the TV show (assumign they have not seen the TV show beforehand) which would be a very sad thing, since the TV show is actually very good, and this movie doesn't bring justice to it.
Animation is pretty much the same as the TV series: and I have nothing to complain on that.
