Ultimate Teacher is just...wow. How do I begin to describe this? It's like describing a train wreck in progress. You can't. Except unlike Master of Martial Hearts, Mars of Destruction, or Eiken, this is a really fun trainwreck to watch.
Ultimate Teacher is literally a plot that you have to watch to see - but why should you watch it? Simple - because it's a vast contrast with all the hyperviolent anime that came out at the exact same time. It's so good because it sets itself apart, and it's also just really funny.
As for the other question I can answer: Should you watch it subbed or dubbed? I would definitely say watch it dubbed...mainly because you can technically watch it dubbed in 2 different ways. That's right, this got a dub for release in the U.S., and a dub for release in the U.K.

So, you have no reason not to watch one version. I can't say which version you should watch, however, since I have only seen the U.S dub, but be my guest to try the U.K. dub.
