The basic plot line of the OVA is that Usui (Saaya's older brother) has a misunderstanding about her relationship to other people, and this bothers him so much it prevents him from focusing on his entrance exams. Saaya comes to the Sket-dan for help, and after spending several minutes explaining and repeating what they're going to do, the actual story starts.
This OVA wasn't really that funny to me, there was far too much explanation and spelling out of what was happening compared to things actually happening. As you may surmise from the plot summary, this episode is very down-to-earth, when Sket Dance is serious there is usually some kind of character development, but there was none. The only real joke of the episode is how the problem is solved in such a convoluted fashion, which wears thin very, very fast.
While I'd say this was worth watching (there were still a few funny bits) this OVA feels like filler, just a rehashed extension of a previously completeed arc.
